A new wave of the proletarian revolution advances all over the world. Nothing is fated in what happens around us. The working class and the popular masses are fully able to establish the socialism in the imperialist countries, to create new democracy regimes in the oppressed countries and to build on this base a new system of international relations, if the communist parties lead them with a suitable understanding of the conditions, the forms and the results of the class struggle.

All the communists have therefore to answer to the followings three questions, and the correct answer must be one and only for all the communists.

1. In its life of 150 years and a little more, the communist movement already carried out a decisive role in the mankind’s history: why it didn’t nevertheless succeed in establishing the socialism in any imperialist country yet?

2. In the last 30 years the bourgeoisie has been eliminating one after the other the civilization and welfare attainments that the workers and the popular masses of imperialist countries secured from it during the proletarian revolution’s first wave, it extends without a break the pillage and the war in the oppressed countries and it is devastating the planet. The resistance against this course of events grows among the popular masses of imperialist countries too. Why the communists have a great difficulty to take the leadership of the resistance, and the renewal of the communist movement advances very slowly?

3. Why the first socialist countries built during the proletarian revolution’s first wave, which most exemplary case is the Soviet Union, after a first period of success and flowering, entered a phase of decline before and then they collapsed? Which teachings does the experience of first socialist countries provide?

They are three questions that concern the conception of the world and the whole communist movement’s general line. The communists of the whole world and particularly the communists of the imperialist countries must give answers to these three questions. If they doesn’t give answers to these three questions their activity is inevitably soaked by pragmatism and empiricism and therefore it’s weak. The communists succeed in fulfilling their role only thanks to a suitable understanding of the conditions, the forms and the results of the class struggle.

The correct answers to the three questions pointed out must be one for everybody. The (new)Italian Communist Party asks the parties, organizations and single members of the communist movement to express their opinions about the three questions we pointed out and to send them to the e-mail address of the Delegation of the Party. It is our intention to publish the answers that will arrive to us and to organize a meeting, approximately in summer 2009, with the parties and organizations that will participate in the debate we propose with this statement.

The (new)Italian Communist Party is pleased to announce that on its web site the English translation of its Manifesto Program is available. In it the (new)Italian Communist Party expounds the conception that leads it and the working method and the line by which it works to make of Italy a new socialist country and to contribute this way to the proletarian revolution’s second wave that advances all over the world. But our Party bases its conception of the world, its working method and its general line on the communist movement’s theoretical heritage and historical and international experience. Then in its Manifesto Program the (new)Italian Communist Party expounds the stock it took about the historical experience of the international communist movement. It gives answers to the three questions pointed out above too. These answers concern the communists of the whole world. The (new)Italian Communist Party submits them to the international communist movement’s members, organizations and parties.

It is an interest and a duty for all the communists to appraise, in a brotherly but frank and open debate, the answers we gave to the common questions. We are convinced the communists that will look for, and will give, exhaustive and operational answers to those questions, will come like us to the conclusion that communist movement’s renewal can happen only on the base of Marxism-Leninism-Maoism because the Maoism gave new and indispensable contributions to the communists’ conception of the world.

We summarized the principal contributions of Maoism to the communist thought in five points. We expounded them in a pamphlet apart, The Eighth Discriminating Factor , available on the web site of the Party.

The present conditions of imperialist countries fully confirm the Marxist analysis of the capitalist mode of production. They create an extremely favourable context for the socialist revolution. But the communists, to take advantage of this favourable context, have above all to break with the dogmatism , that prevents to see the new forms of the old contradictions of the capitalism, and with the economism , that reduces the communists to mainly be the more determined and far-seeing organizers and leaders of the struggles concerning claims of the workers and of the popular masses, under the delusion to bring the workers to the struggle for establishing socialism by politicizing the struggles concerning claims.

We expounded these specific aspects of the imperialist countries’ communist movement in the pamphlet Let the Communists of the imperialist countries unite their forces for the renewal of the communist movement , available on the web site of the Party.

Communists of the whole world!

Let’s unite to take the leadership of the resistance the oppressed peoples and classes oppose to the undeclared extermination war that the imperialist bourgeoisie carries on against the popular masses in every corner of the world!

Let’s mobilize the working class and lead the popular masses to establish the socialism in the imperialist countries, to create new democracy regimes in the oppressed countries and to build on this base a new system of international relations!

The communists are those who have a more advanced understanding of the conditions, of the forms and of the results of the struggle of the working class, of the other classes and of the oppressed peoples against the imperialist bourgeoisie, and on this base they more and more push the socialist revolutions and the new democracy revolutions forward!
